About Born Free: Born Free is a private sector-led initiative with the sole objective of eliminating mother to child transmission of HIV (eMTCT) around the world by December 31, 2015. Born Free invests people, time, and business acumen in local African talent who work behind the scenes to drive change within their own governments to achieve a generation born HIV-free. These individuals have extensive experience in project management and are well-positioned to work with partners in the country to set clear targets, build actionable plans, and execute the plans with grit, resilience, and humility while gracefully navigating the local politics.
With financial and coaching support from Born Free but reporting directly into their local government structures, these individuals work behind the scenes to accelerate progress toward elimination of mother to child transmission of HIV. They are not ‘Born Free’ people, but rather Government of Country X people, who happen to be supported by a dynamic, philanthropic team. Born Free invests in several sub-Saharan African countries, including Nigeria, Uganda, and Kenya and is exploring partnerships in Tanzania and Mozambique. Born Free is currently initiating its investment in Angola.
Background on children born with HIV in Angola: Angola has had the smallest reduction in children newly infected with HIV since 2009 of the countries prioritized within the Global Plan for eMTCT. Angola has reduced the number of children newly infected with HIV by 9% since 2009, compared to a 70% reduction in neighboring Namibia and a 43% reduction cumulatively across the Global Plan focus countries. Angola is also one of the only countries in the world with an increasing number of total new HIV infections across children and adults (22% increase from 2009 to 2013). At the same time, Angola displays clear potential – a country with a rapidly growing economy, domestic resources behind the health system, and with a solid national plan for eliminating mother to child transmission of HIV that is primed for leapfrogging ahead.
SENIOR ADVISOR ROLE: Born Free and the National Institute for the Fight against AIDS (INLS) seek a highly capable leader to join the INLS team to work with existing leadership to spur a turnaround of the country’s effort to eliminate mother to child transmission of HIV. This individual will work hand in hand with INLS leadership on the operational implementation of the country’s national scale up plan and will lead the INLS’ work in a handful of high priority provinces to dramatically accelerate the country toward elimination.
This will include being a problem solving partner to the national INLS team in Luanda as well as a mentor, coach, and team lead to an INLS “SWAT team” of catalytic talent working at the province level and also supported by Born Free, strengthening the institutional capacity of the national, provincial, and municipal government structures while driving toward significant health impact. The team leader will report to the INLS clinical Directorate and will operate in Luanda, Angola, with frequent travel to provinces across the country.
This is an outstanding opportunity to drive an essential health program to produce breakthrough results, at the heart of a complex government health system. The role requires deep experience in project management in complex stakeholder environments, sharp problem solving skills that translate to action, exceptional enthusiasm, and a passion for concrete impact in the health programs of Angola.
RESPONSIBILITIES: This is an “all-hands on deck” role, supporting the government eMTCT leadership in their strategy, implementation, and performance management, with a focus on a subset of role model provinces.
Specific duties include, but are not limited to:
Managing the Provincial “SWAT team”:
- Recruit, train, and advise the provincial-level catalytic talent as they work with Provincial governments to achieve the nation’s eMTCT scale up plan targets
- Manage ongoing personal and professional development of SWAT team members
- Facilitate communication and learning across provincial SWAT team members
eMTCT strategy and implementation – all done with INLS leadership:
- Develop approach to provincial-level work, building on experience to date in Bié Province (e.g., diagnose, make a plan, execute with Provincial and municipal leaders)
- Build relationships with the Provincial Health Directorates and facilitate the integration of INLS SWAT team members within their teams, positioned well for success.
- Support aspects of implementation of the Province’s eMTCT program and the SWAT team member’s needs as necessary. May include facilitating relationships, issue-specific problem solving, escalating questions to the national level, developing project management solutions to Province challenges, enabling NGO partners to succeed, etc.
- Provide real time analytic support to INLS and SWAT team members as needed.
Stakeholder alignment, coordination, and communication:
- Build trust with and keep constant communication with all relevant partners across government, NGO, multilateral, and business sectors
- Look for synergies among partners and push for effective interactions (partner meetings, national strategy sessions and workshops, provincial-level work, etc.)
- Provide clear communication and management updates to INLS leadership, provincial governments, Born Free and other donors, and other partners in Angola as needed.
Requisitos
- Angolan national
- Fluent in Portuguese and strong English writing and oral skills.
- Relevant Bachelors or post-graduate degree with at least five years of work experience, with experience in a developing country.
- Track record of taking ideas from concept through execution.
- Proven experience mentoring and coaching diverse teams toward achievement of concrete results.
- Excellent stakeholder management and mentorship skills, preferably with demonstrated experience navigating the sensitivities and complexities of Angola’s health system.
- Deep project management skills: strong ability to work under pressure, respond to deadlines, prioritize competing deliverables, and be flexible and productive while working independently.
- Facility with quantitative analyses and deriving quick insights from performance data.
- Ability to travel within Angola up to 80%.
