Monitoring and Evaluation/Strategic Information Advisor

The basic function of the position consists of measuring the national and international burden of HIV/AIDS which is essential for developing effective prevention and care interventions. The Monitoring and Evaluation Advisor (M&E) provides expertise and guidance to CDC Angola, the Ministry of Health (MOH) and other implementing partners on the reporting, monitoring, and evaluation of HIV/AIDS data in support of the President's Emergency Plan for AIDS Relief (PEPFAR). This position will serve work in an advisory capacity providing information that will allow CDC Angola and implementing partners to better determine overall monitoring and evaluation as well as and surveillance needs.

Required Education
Completion of a master’s level degree in public health, epidemiology, infectious diseases, statistics, or Doctor of Medicine is required.

Required Experience
Five or more years of progressively responsible program, project or administrative assistance experience. At least four years of this experience must be in the field of monitoring and evaluation of public health programs, including experience in providing M&E training and/or mentorship or other capacity building activities at an individual and group level is required.

Required Language
Level III English and Level IV Portuguese are required.

Required Job Knowledge
The incumbent must have specialist level knowledge of strategic information activities to include: surveillance, monitoring and evaluation, epidemiological methods and data collection and analysis, as well as familiarity with various data collection tools and programs. The individual should be familiar with project management and have demonstrated capacity to develop program goals and objectives M&E programs to evaluate progress, ability to implement programs, studies, and to do in relationship to the budgets. Extensive knowledge of strategic information practice and methods through training and job experience is necessary. Experience with HIV/AIDS programs or related health service programs. (at least 5 years). Experience in working with the GOA (at least 4 years). Demonstrated track record in working with a variety of stakeholders. Incumbent must be willing to develop an understanding about CDC, PEPFAR, the Office of the Global AIDS Coordinator, and USG goals and mission, as well as collaborative objectives with CDC. Jobholder must have familiarity with the Angola Public Health system, including relevant GOA policies, regulations, priorities, program and key planning documents related to HIV/AIDS, combination prevention and structural plans.

Required Skills
Advanced knowledge of data base systems, i.e., SAS, SPSS, Epi Info Stata, or other epidemiological tools and ability to analyse and clearly present data. Ability to readily analyze, understand and discuss new SI program design, management, and implementation approaches. Skills necessary to write clear and concise documents, reports, program and policy guidelines, directives, articles for peer review; skill and ability to orally present programmatic matters clearly to an audience. Strong degree of judgment, maturity, ingenuity and originality to interpret strategy, to analyze and identify priority actions, to coordinate varied schedules and sources of information and to generate and complete work plans within short time frames. Demonstrated ability to identify priority actions, generate and complete work plans within short time frames. Strong interpersonal communication and negotiation skills are required.
