Water & Sanitation, Technical Project Manager

The overall goal of World Vision Angola’s WASH project is to assist the Government National Strategy to reduce the morbidity and mortality associated with water-borne diseases and contributes to the UN Millennium goals. The specific objective is to promote the adoption of sustainable technologies, stimulate positive behavior change and increase local WASH management capacity in order to significantly reduce contaminated water, open air defecation and poor hygiene in targeted rural communities in the province of Huambo.

The Technical Program Manager works to position World Vision Angola as a leader in innovative programs by serving as a lead in rigorous program delivery, concept design, proposal development, technical support and training in the country. S/he shall have a depth and breadth of technical expertise and experience in designing and implementing comprehensive development interventions in a particular sector, and related capacity strengthening.

The Technical Program Manager will be the senior technical expert within WV Angola and has primary responsibility for:

· Techncial expertise in a particular strategic sector
· Technical input to program design and proposal development (with support from the Program Team)
· Networking, representation & relationship management within sectoral working groups and networks
· Sector specific advocacy, ensuring World Vision’s position on particular issues is clear and that Government, Peers, UN Agencies and Donors understand World Vision’s global, regional & national capability
· Project & sector portfolio management
· Program quality

Experience: 5-7 years relevant experience in water & sanitation, public health, environmental engineering.

Technical expertise in a particular strategic sector
Technical input to program design and proposal development (with support from the Program Team)
