Radio Network Planning & Optimization (RNPO) Supervisor

1. Do site surveys with the RNPO, Transmission and Rollout teams for Africell sites;
2. Do drive testing with AFC tools for all the technologies in the consigned cluster and report it to management;
3. Follow up with the acquisition team and legal teams to finish the site acquisition process;
4. Ensure achieving RNPO KPIs on NW level and highlight degradation in any of the KPIs or user performance across different technologies;
5. Radio network Engineering and design for all technologies by assisting the junior Africell RNPO operation teams in planning and optimization activities;
6. Highlight any hardware and software issues for the radio access network and planning migrations;
7. Assist in implementing (where necessary) the strategy for quality improvement and cost effectiveness;
8. Ensure a continuous Network Optimization process flow, followed with accountability measures on RNPO team members in coordination of management;
9. Provide recommendations, the way to proceed (testing) and follow up on any technical problem;
10. Assist/Support in any new or ongoing projects and following on the implementation with all teams;
11. Making sure that team has clear and defined goals to achieve department’s objectives effectively;
12. Maintain good communication and flow of information among teams and team members;
13. Provide direct and detailed reporting for work and projects to RNPO manager;

• Angolan nationality;
• Bachelor Degree in Telecommunication/Computer/Automation or related fields;
• At least 5 years Optimization & Planning experience;
• Excellent knowledge of the field of 2G/3G/4G radio communication and optimization;
• Proficient knowledge of mobile communications and principles of GSM/UMTS/LTE products, signaling flow and protocols, electromagnetic theory, radio transmission, antenna system, and so on;
• Ability to implement and supervise optimization project;
• Strong communication and interpersonal skills (team work, knowledge sharing, commitments);
• Strong organizational and time management skills;
• Able to work under high pressure;
• Excellent MS Excel skills;
• English proficiency would be an advantage but is not essential.
